1. JOB Title: INTERNAL AUDITOR

Grade: l/M7

NUMBER OF POSTS: 1

LOCATION: PHALOMBE DISTRICT COUNCIL

DUTIES AND RESPONSIBILITIES

1. Manage the internal audit function.
2. Develop audit methodology and risk management processes.

• Carry out inspections of Council property.

• Ensure the council is adhering to rules, regulations in executing its functions.
  Carry out special audit assignment.

1. Advise council on internal controls and ensure that internal controls are working as designed vii. Supervise junior staff in the Internal Audit Section viii. Any other relevant duties as assigned from time to time.

EDUCATIONAL QUALIFICATIONS

Applicants must be in possession of a Bachelor’s Degree in Internal Auditing or Accounting or Business Administration or Commerce from a recognized institution of higher learning and within the age range of 20- 40 years.

2. POSITION: AGRICULTURE OFFICER (CROPS) (LEGUMES)

GRADE: l/M7

NUMBER OF POSTS: 1
LOCATION: PHALOMBE DISTRICT COUNCIL
DUTIES
l . Develop strategies for the implementation of Legumes production
2. Prepare annual work plans and budgets
3. Participate in farmer problem identification
4. Plan and conduct farm demonstrations and trials
5. Develop technical messages
6. Plan and implement seed multiplication programmes
7. Coordinate seed grower’s identification programmes
8. Plan and implement training programmes for Legumes production programmes
9. Organise and conduct field days

1 0. Participate in farm inputs and crop production estimates
Provide technical backup
1 2. Maintain data bank on Legumes production programmes
1 3. Develop short, medium and long term Legumes production development plans
1 4. Prepare and submit reports as required

EDUCATIONAL QUALIFICATIONS

Applicants must be in possession of a Bachelor’s Degree in Agriculture from a recognized institution of higher learning and within the age range of 20 — 40.

3. ANAESTHETIC CLINICAL TECHNICIAN
HK/M9
NUMBER OF POSTS: 2
LOCATION: PHALOMBE DISTRICT COUNCIL
DUTIES:
Supervise and evaluate the less experienced in the provision of anaesthesia for all operative and diagnostic procedures;
Keep records and reports of anaesthesia given;
Keep records on management of clinically ill patients; iv. Manage drug and equipment inventory;
v. Work planning and Consultation.

EDUCATIONAL QUALIFICATION
Applicants must be in possession of a Diploma in Clinical Medicine (anaesthesia and intensive care medicine) and within the age range of 20 — 40 years

4. CLERICAL OFFICER
M/MII
NUMBER OF POSTS: 1
LOCATION: PHALOMBE DISTRICT COUNCIL
QUALIFICATIONS:
Applicants must be holders of the Malawi School Certificate of Education and should be within the age limit of 20-40 years.
DUTIES AND RESPONSIBILITIES
Dispatch official mail
Track movement of files
File documents
Maintain incoming and outgoing mail register
Supervise subordinate staff
Prepare terminal benefits application forms
Any other duties assigned

5, DRIVER
N/M12
NUMBER OF POSTS: 2
LOCATION: PHALOMBE DISTRICT COUNCIL
QUALIFICATIONS:
Applicants must be holders of a Junior Certificate of Education; Candidates with a Motor Vehicle Mechanics Trade Test Certificate will have an added advantage and should be within the age limit of 20- 40 years.
DUTIES AND RESPONSIBILITIES Driving government vehicles
Cleaning of Vehicles
Arrange for service of motor vehicles
Reporting of any fault to the Transport Officer
Any other duties assigned

6. SECURITY GUARD
P/M13
NUMBER OF POSTS: 2 LOCATIONS: PHALOMBE DISTRICT COUNCIL
QUALIFICATIONS:
Applicants shoulder beholders of the Junior Certificate of Education, and within the age range of 20- 40 years. Preference will be given to those who will provide the names/addresses of three traceable referees.
DUTIES AND RESPONSIBILITIES
Guarding office property and building during day and night
Reporting any theft taking place within and around the office
Making security patrols within/ around office buildings
Arresting individuals caught stealing and destroying office properties

7. GROUND LABOURER
R/M14
NUMBER OF POSTS: 3
LOCATION: PHALOMBE DISTRICT COUNCIL
QUALIFICATIONS:
Applicants must be holders of at least a Junior Certificate of Education within the age limit of 20-40years.
DUTIES AND RESPONSIBILITIES
Cleaning offices and premises.
Ensure that hedges, flowers and grasses are properly slashed

8. JOB TITLE: MESSENGER

QUALIFICATIONS:
Applicants must be holders of a Junior Certificate of Education and should be within the age range of 20- 40 years. Those with working experience at a similar post will have an added advantage
DUTIES AND RESPONSIBILITIES
Ferrying files from office to office Preparing mail for dispatch
Posting and collecting mail at the Post Office
Preparing tea /drinks for visitors Cleaning offices and premises

9, POST: HOSPITAL ATTENDANT
GRADE P/M13
NUMBER OF POSTS 14
LOCATION: PHALOMBE DISTRICT COUNCIL
QUALIFICATION:
Applicants must be holders of Junior Certificate of Education and should be within the age range of 20- 40 years, Those with working experience at a similar post will have an added advantage
Responsibilities
Sweeping, mopping and dusting in the wards and offices.
Serving food to patients.
Collecting and delivering drug issues from the pharmacy. Escorting referred cases to hospital centres or units or areas.
Any other duties deemed reasonable for the post.

10. POST: MORTUARY ATTENDANT
GRADE: O/M13
NUMBER OF POSTS: 1
LOCATION: DISTRICT COUNCIL
QUALIFICATION
Applicants must be holders of a Junior Certificate of Education and should be within the age range of 20- 40 years. Those with working experience at a similar post will have an added advantage
Responsibilities
Recording of dead bodies in the register book.
Sweeping, mopping and dusting in the wards and offices Embalming dead bodies.
Receiving dead bodies from the hospital wards.
Putting dead bodies in mortuary cabinets.
Identifying the corpse and release to owners, Any other duties assigned time to time.

1 1 . POST: LAUNDRY ATTENDANT
GRADE: O/M13
NUMBER OF POSTS: 1
LOCATION: PHALOMBE DISTRICT COUNCIL
QUALIFICATIONS:
Applicants should be holders of a Junior Certificate of Education and within the age range of 20 -40 years. Those with work experience at a similar post will have an added advantage.
DUTIES AND RESPONSIBILITIES:
Cleanse sweeps laundry room
Loads articles into washer and adds specified amount of detergents, soap or other cleaning agents by programming laundry machines
Operates laundry machinery such as washers, driers and ironers Lifts clean, wet articles from washers and places them successively into driers for measured time cycles Any other duties assigned.
